I thought the same thing....but I could see it through the view finder when I zoomed in?

When I had this lens, the image with IS turned on sometimes very quickly moved from one side to the other, like if the moving IS group was spring loaded and suddenly released. It was in an instant. I imagine that if an exposure was taken while this is happening, the blur would look exactly like your example and you would not see it in the viewfinder, because the viewfinder would be obscured by the mirror at that moment.

Bad filter might be another explanation, but in that case the result should be repeatable.
