I have a V1 so I'm not sure if this is applicable to your situation (I'm assuming you have the J1) but when I shoot with the flash I generally set it to full manual. Then I can select shutter speed, aperture, and flash strength to get my desired results. If you don't want to use full manual mode but want to ensure the shutter will be at 1/60 then just put the camera into shutter priority mode. I also select my specific ISO when using a flash, I find that AUTO ISO usually ends up with the camera picking absurdly high ISO's, which create those grainy pictures you are talking about.
