I would not call this pattern noise. Pattern noise is so called because it aligns with a pattern on the sensor. There is a pattern here, but it doesn't appear to be a sensor pattern. If it were, the pattern would repeat every x pixels. It does not. The pattern frequency varies over the frame (and hence over time as the image is processed). That is a primary reason I think the problem is one of EM interference. It could also be a bad component internally that's oscillating due to an extraneous capacitance or something. I'll defer to someone with more electronics knowledge on that idea, though.
