Big Zoom, small sensor cameras and low light

Excuse my ignorance as I am just getting back into photography again (~14 year break), but 4" is total seconds of exposure?.  I am saying this as I though this camera had 8" seconds.  I added a few very bad SOOC pictures quickly I took right after I got this camera only to test low light, and it says "Shutter speed:8 sec"  I uploaded the photos to show and did make a comment and posted them to this post.  The pics are bad as they are taken through a window screen and are very blurry because of it.  Nothing special was done with the camera as I was only testing low light and not taking it for picture quality.
