Adding an Avatar to a Profile in 2012

While this is likely a simple task, my ability to accomplish it is failing badly. I have been trying to add an avatar to my profile for two days. Here are the steps I have followed:

1. Created a small .jpg file (150x130)

2. Clicked on "Browse" to change your current avatar (this would be a new one as I don't have one currently).

3. Select the image from my hard drive.

4. Wait for hours while the little upload arrow spins and spins.

5. Refresh page, repeat, about 8-10 times with same result.

Help! I could use somebody's help. Won't you please help me?
