My experience mirrors yours....not very sharp as you go out towards the edges at 35mm.  In the center its plenty sharp, but, the edges do get somewhat soft.  There appears to be some field curvature at play here, I'm not sure.  For landscapes, I find at the extremes of this lens (16 and 35) it's best to use live-view and check your edges/corners...using the dof button while doing this.

Between about 20 and 30mm....this lens performs very well, sharp from edge to edge.  I was concerned and sent it to Canon to make sure it was up to spec....they sent it back saying it performed up to spec.
