You are confusing Multi Frame Noise Reduction with Long Exposure Noise Reduction.

Multi Frame Noise Reduction takes several pictures and averages them to reduce noise. It tries to align the images first to eliminate shake (otherwise you could just take one photo with a longer exposure time to get the same result), but there are limits to what it can do.
