Canon 45mm TS-E, 500D (close-up filter), 1.4X extender and Macro photography

I am hoping to add a lens to my collection in the near future. I was wanting to explore landscape so I was looking at the Canon TS-E 45mm f/2.8 Tilt Shift Lens. I already have the Canon 500D (close-up filter) and the Canon 1.4X extender.  I was wondering if anybody had used the combination of the 45 TS-E, 500D and the 1.4X extender together as a macro lens?
