What about a used Sony R1? I know it's not what you're really looking for, but it's likely to be inexpensive and as far as I know it's the only digital model where you can have the LCD-screen flat on top of the camera. It's still a digital screen, but it works well for waist level shooting. MF is possible, but not easy to get perfect. IQ was excellent for it's time.
