I have the a77 rather than the a99 and there is no smearing/blurring effect when looking through the viewfinder and moving the camera. I don't mean I'm not bothered by it I mean there is NO blurring/smearing.
Obviously you're commenting on a different camera, but I wouldn't expect the a99 to be worse than the earlier camera.
