I have changed lenses many, many times without powering off, and with no evidence of problems. I power off when I remember, but often don't remember. I generally use Nikon lenses - my only non-Nikon are old Tamron ones that I've used v rarely. I may never have changed them with power on.

The manual says to power off when changing lenses. So I do. I'm not saying I have never forgotten, and the times I have their were no problems. But, I'll still take Nikon's word for it.
