Good discussion but the point that I think is being missed from the original question is that the primary use is for social situations using available light.

That means the lower bound of acceptable shutter speed is not governed by whether one can hold the camera steady, but by 't the need to freeze motion. IS is no help in that situation.

If you to use 1/125 to freeze motion in a bar, having 1, 3 or 5 stops of IS available won't make people move more slowly.
