Lumix 20mm is my most used lens but no, it has not same quality wide open as ZM 45 or 75mm. It does not come even close to ZD 12-60mm zoom at same apertures and FL.

Lenstip found the 20/1.7 to be about as sharp as the 45/1.8 and the 75/1.8 wide open (all being excellent). According to the results of LensRentals (Roger Cicala), the 20/1.7 is the sharpest of all MFT lenses tested this far (which includes the 45 but not the 75) and about as sharp on an E-M5 as a Leica Summilux 50/1.4 on an M9. In my own judgment and based on my own copies, the 20 and the 45 are about equally sharp wide open, in line with the Lenstip findings. I am not sure the copy of the 45 tested by LensRentals was quite as good as it can be.
