S200EXR Firmware Bug?

I do a great deal of low light shooting at night. When the external flash setting in the Shooting Menu is set to ON, the shutter speed will not go lower than 1/45 sec. resulting in underexposed shots. I'd like to determine if it is just my camera with this problem or if it is a firmware bug.
I have reset the camera to defaults with no change.
If someone with an S200EXR can do a quick check, I would appreciate it. You don't need to take a photo, just set the external flash to ON in the Shooting Menu, set the ISO to 3200 and find a fairly dark area to focus on. When you half-press the shutter you should see the speed and aperture in the lower left on the screen. If it's dark enough it will be less than 1/45. If it's nearly total darkness and the speed remains at 1/45, that should prove there is a firmware problem.
If it is a firmware bug, it's possible that even newer models have the same problem.
