I inserted the Kingston 8GB USB thumb-drive into my Mac Mini 2011 and erased it in Disc Utilities, then selected Partition - 1 on the Mac and formatted for FAT-MS-DOS. It worked fine and now I get the 8GB, full drive storage, on my Windows 7 computer. I guess Macs can format for both windows and Mac OSX, but Windows can not format for Windows once the drive was used for a Mac.
