I've had no problem but am running IE9..it might be different with other browsers. I have pop-up blocker turned on. Also, Kaspersky and presumably other security programs have an "anti-banner" capability.
You could try running anti-malware and doing a full scan for viruses
This problem has been mentioned in other threads recently and I've seen reference to" Adblocker" being effective..
