Carl,  You have put your finger on the issue.  California has permitted repeated pleas for review of each case.  Since the reinstatement of the death penalty in 1977, only 13 death sentences have been carried out, meaning that a murderer in California is nearly three times more likely to die by lightning than by lethal injection.
