My thinking is that I have something set in custom functions or somewhere that is causing a "bypass" of my manual shutter speed setting. I've tried my 50D, and it correctly stays with the shutter speed I set when in Tv mode.
HELP PLEASE!

Manual mode always use the exposure you set. Then you have full control of both shutter and aperture. I would clearly choose M-mode instead of Tv mode in such events.
