I would suggest the 60D because it is weather resistant.  It is the best bang for the buck at its value.  I would not worry much on micro adjusting.  As far as lenses... some recommendations from my opinion.

UWA - Canon EFS 10-22mm, Sigma 8-16mm, Tokina 11-16mm 2.8.  Those are the top ones I know of and most will agree.

For a general walk around, I would suggest your two lenses be one zoom and one prime.  Maybe the Canon 17-55mm 2.8/Sigma 17-50mm 2.8 or Canon 15-85mm and the Canon 28mm 1.8.  The prime works as a great walk around lens and gives you that 1.8, great for indoors low light.

And you are already set on the 70-200mm you said you wanted.  The f4 IS version is half the price of the 2.8 IS version.
