CPU chips are commodities. It  has to do with yield. As the baking process improves they can crank up the clock rate and expect few failures.

Boards are 'me too' commodities as well. ODMs are everywhere. Chip companies give away IP and test vectors to attract ODMs.

Consequently, Google, Facebook, etc. have for many years assembled their own servers from commodity parts, versus, buying boxes from HP, IBM, Oracle, Dell, ...
