No. The 200E, and other Canon -E and -EZ series speedlites, function with their film cameras in traditional TTL and A-TTL flash exposure. The digital EOS cameras will only fire these at full power with no automatic flash exposure control.
What is needed with the T3 and other digital EOS cameras are the -EX series speedlites that can function with Canon's E-TTL auto flash exposure system.
