Both of your lenses are working fine.  If there had been some wording on the powerline you would have been able to clearly read it from the image you took with your 70-200.  With your 100-400 you can see detail in the bird's feathers.  These are great results.  Although your lighting still needs some help.

Your camera and lenses are fine. But if you want to get a super sharp picture of an eyeball... fill your camera's frame with an eyeball.
