One non-scientific data point:

I just did a test last night with the T4i on a tripod with the 18-55 II IS kit lens. IS on and IS off. I don't have all the technical details on hand (at work now), but I looked at the photos last night and they looked like carbon copies of each other. They were indistinguishable.
