Additional sharpening on the ACR image certainly recovers some of the detail, particularly reflective areas of the yellow "Police" decal. The edges of the word Police start to break down though.

Bleeding is still apparent

As much as I would like to be able to maximize output with ACR, I think that it is the Adobe still have a ways to go to get the algorithms right.
