If noisy samples were JPGs at default settings (NR=0) then one would assume that it is necessary to increase NR to deal with that noise, not to shut it off, but vast majority of users that recommend any change in default settings are saying that NR should be at least -1 or -2... I'm very amateur at digital photography but that does not make sense...
