Epson 3800 broken or pushing its capability?

thanks very much for your offer.  I am new to this forum.   I will try a few suggestions and then see about exchanging prints.  I guess I was unclear on whether the jpeg that I uploaded would be expected to be of the same quality as the TIFF I have here?
