Yodobashi use to have a loyalty program that you can sign up for but if you where a tourist you can take the discount up front on your purchase. I think it was around 5% but do not quote me.
This is not discount, this is writing off the consumption tax. You can do it in the shops like Yodobashi or Bic Camera, but it is usual cheaper to find out a smaller shop, which does not let you deduct the tax, but has prices 20% lower... e.g. http://www.outletplaza.co.jp/
