Does APS-H make sense?

Foveon is maturing. Its current 15MP 1.5 crop factor sensor is phenomenally sharp and resolving. But it is not achieved without cost. The images lose some cleanliness of the older sensor and look a little coarse and “dry”. While the vertical bandings are now largely “buried” by some smart algorithm in software, they still exist inherently in the hardware. One way to overcome these shortcomings is to go FF. But that is believed to be prohibitively expensive, if technically feasible at all in the first place.
Thus the APS-H thought. Will it be sufficiently cheaper to fab, and effectively alleviate the problem? An 1.3 crop factor sensor staying at 15MP in a DP3M with integrated OVF would be fantastic, i.e., for under USD2000.
