Why the Nikkor 11-27.5mm f/3.5-5.6 ED-IF ?

Why the Nikkor 11-27.5mm f/3.5-5.6 ED-IF ?

The non-VR Nikkor 11-27.5mm f/3.5-5.6 ED-IF is now shipping for $189.95, but I have to wonder why Nikon offers this lens when the VR 10-30mm f/3.5-5.6 (which Nikon states can not be bought separately) offers VR.

The new11-27.5mm lens does add one ED lens, and according to the MTF charts is actually sharper than the VR 10-30mm f/3.5-5.6, and it is definitely smaller and lighter than the 10-30, but still I have to wonder why Nikon chose to nearly duplicate the 10-30 lens when there are so few lenses for the One System at this time.

To me the Nikkor 11-27.5mm f/3.5-5.6 ED-IF appears to be an enigma.

Any thoughts?
