Actually, there is only one correct answer - shoot as high an ISO that gets you the shot. It's really that simple. Your equipment will be the limiting factor. If you only have a 24-105, and it's low light, you will dial in the f stop for DOF, set shutter to sufficiently freeze the motion, and after that, the ISO will be what it is. If it's 12,800, so be it. Noise is way better than blur. If you have the luxury to shoot bounced flash and fill the room with light, then you can lower ISO. But if its a big hall with little light you need to up the ISO even with flash to bring up the background or else it will look like a P & S. If you have the luxury to plan for lighting, then adjust your equipment better accommodate it. So the highest ISO is whatever that gets you the shot.
