Confusion about f-stops in daylight landscape shooting

I'm hoping the forum can clear up some confusion; I took a photo course where the instructor (a professional photographer) could neither instruct nor speak English very well, so we ended up more confused than we started.

Most of us were shooting with consumer type DSLRs with kit lens (I have a Canon D60 with an 18-200 kit lens).  We were shooting landscapes in bright light (Amalfi coast) without tripods.

His instructions were when shooting at the widest angle (18mm) to always shoot at f 8-11 max, and any zoomed telephoto at f5.6, because our lenses were not "professional quality".

I don't know if he was meaning to look around for the sweet spot on the lens or something else, but I was surprised that he would make that pronouncement.

What are your thoughts?
