Quality of a pixel

Hi everybody,

This an interesting question for your consideration:  36 mp 24x36mm frame delivers more details and allows larger print size than 24 mp full frame, however, 24 mp full frame should have larger and better quality individual pixels. If all other characteristics of two cameras are identical (and the tester is the honest person), which camera, in theory, should deliver  a better quality image at 100% for 24 mp resolution?
