Best Telephoto lens

You don't really need the VR.  The D800 works fine up to ISO 1200 (and beyond depending on your taste and the subject).  You should be able to get a reasonable shutter speed, say 1/600 most of the time.

VR is a nice addition but hardly a necessity and the 300 f/4 is the cheapest, lightest solution (get a better tripod collar for it if you go that route).  The 70-200 with a pair of TCs (1.4 and say 2) would also be pretty light and small but expensive.....
