OM-D and FL-14... am I missing something?

E-M5 + FL-14 flash: can't seem to get the flash to work in manual mode (the one where you set the oputput power of the flash like 1/32 or 1/16 or 1/8, etc)

If I set the flash to manual (using the mode button on the flash itself) it will always fire at full power... On the camera's SCP I can't seem to get manual control over the flash output...

Am I missing something???
