The maximum effect will be seen if you point the camera at 90 degrees away from the sun, i.e., at right angles to the sun. In that orientation Rayleigh scattering by small particles in the earth's atmosphere produces the maximum polarization of sunlight. In which direction did you point your camera?

You used a 58mm filter? The Olympus 12mm f2.0 takes a 46mm diameter filter.
