What is "Hybrid IS"?

An ordinary image stabilizer only works when the camera/lens is parallel to the floor. A hybrid IS also works, when the lens is pointing slightly up or down.

No, regular IS only corrects for rotational accelerations about the vertical and horizontal axes. Hybrid also corrects for translational accelerations parallel to those axes, and along the third.
