do you think that Panasonic 'd say something like this if the sensor design is done by Sony Semiconductor ?

They can reduce sensor noise by purchasing a low-noise sensor.
Like you can reduce your car's tire noise by purchasing a new tire.

It doesn't necessarily mean it makes its own sensor.
