I would say potentially yes, but it depends on what your plans and aspirations are.
The RX100 will do everything you might reasonably want it to do as a simple point-and-shoot camera (with the possible exception of a long zoom range). And it will take great photos and allows you to play with the manual controls and get the hang of being a bit more creative with your photography.
But on the other hand, it is a lot of money if all you want to do is take snaps. If you see yourself using all of the features in time, then by all means go for it. If not, personally I would suggest something cheaper.
