To save £100 / $150 I'd pick the 600D then, although the 550D is a lot cheaper it really is a lot worse. I'd save up at try to get the best camera possible, DSLR's last, they're a great investment.
Why the 600D is definitely worth the extra cash?
T3i has 18mp, the T3 has 12.2mp.
T3i does full HD video, T3 does much more basic video
T3i has high resolution articulated LCD, T3 has much lower res fixed in place LCD
T3i has built-in sensor cleaning, T3 doesn't
T3i has a much better quality finish and feel to it than the T3
