That's not true, at least in the UK. The Nikon Europe website sounds out an automated membership email as soon as the required number of Nikon items have been registered.

"Q1: What are the requirements for NPS membership?

To become a member of NPS, you should be a full-time professional photographer owning and using a certain amount of Nikon equipment. In addition, there are further membership requirements imposed by regional NPS organizations."

Here in Italy you are asked to submit a VAT number certificatewith registration as professional photograher or photojournalist. I see that in different countries also the list and number of Nikon equipment for NPU eligibility is different.
