New to lenses macro vs prime question

I know the point of macro lenses is to allow you to focus very close to the subject. I was scanning the Sony store site and noticed they have a 35 mm macro 2.8 lens and a 35mm prime 1.8 lens. If you were willing to give up the 1 stop and went with the macro would it be virtually the same when shooting portraits (assuming your prime was set to 2.8 ).

I hope the question makes sense. Looking and learning about these lenses can become confusing. It seems like so many choices with a huge range of prices. And in many cases very similar specs or overlap. Just getting started and moving up from my brief time with the nex cameras makes me budget conscience. I am not a pixel peeper and am not at the point where I can justify any lense in the 1000 range.
