That just leaves the sport/action/birder people looking for AF tracking, reach, fast frame rates and buffer depth.
Except of course that the D400 will be $400 cheaper than a D600. I don't know about where you live, but there is a crisis here. People don't just pull a monthly net salary out of the back of their pockets anymore. If you look at the sales numbers you'll see that APS-C outsells full frame by a very considerable margin. Believe me, for $400 less and with cheaper lenses, a better focus system, greater fps, etc, the D400 will be a very like able camera. Also perfect for D5100 and D7000 upgraders who want to keep some money in their pocket for one or two good flashes.
