I would say that lots of your problems stem from the fact that you are using f/13. The first image looks like it has some shake in it and both are fairly noisy at Iso 1600. These factors also conspire to make the AF less effective.

Based on your settings of 1/400 sec, f/13, Iso 1600 I would suggest an alternative of perhaps 1/500 sec, f/8, Iso 800 or even 1/500 sec, f/5.6, Iso 400, It might be worth going 1/640 sec, f/6.3, Iso 640. (I think these are all equivalent).

The 100-300 performs best at f/8 when used at 300mm but the first priority has to be no shake (I'm assuming hand held here) so get the shutter speed up to at least 1/500 sec, preferably 1/1000 sec. Most/all micro four thirds lens start to get softer beyond f/8 due to diffraction so don't use a small aperture unless you really need it for other reasons. Use the lowest Iso that will allow the other two.
