Thanks.
I first selected the car with the Quick Selection tool.
I inverted the selection and jumped the background to it's own layer.
I saved the selection as an alpha channel.
On the background only layer, I Ctrl+clicked to make a selection, contracted the selection a few pixels, and then ran Content Aware Fill.
Then I ran Motion Blur on the background but instead of blurring in the direction of the car, I blurred 90 degrees to the car and dark streaks.
I created a mask from the alpha channel.
Finally, I added some noise to the background.
I wasn't sure if the car would look like it was going sideways or not.
