Depends what you are filming.
If early morning light and evening light or water, then yes a tripod is the only way to go. I tend to take mine with me to the place, and then depending on where I go each day either leave it behind or carry it on my shoulder with a strap. Lucky for me my trips are mostly Japan where there is virtually no crime.
When walking around I have a 2.5 kilo tripod straped across me with the tripod upside down on my left side and the camera bag across me with the strape on the left and the bag against my back on the right. Even fully loaded, once on you will be surrpised at how light it all seems. The important part is it leaves both hands free. You don't want to be carrying stuff in your hands in a city as it rather slows you down should anything happen. Also with things straped across you it makes it harder for anyone that decides to try and take them.
So the basics.

Work out what you think you will film and take as much of your gear as you can...you don't have to lug it around everyday but at least it is at the hotel should you need a certain lens
Get as much information on where you are going as possible, guide books but mostly online. Decide what you want to see, try and work out what it will need in terms of pictures.
Think about your carry system, does it go across your body or hang only from the shoulder. Is it rain proof. Can you carry it for the entire day, go for some walks to find out what is comfortable. Have a plan of what happens if things go wrong. Leave all serial numbers with a friend so if it gets taken one call gets you any and all information about them you need. Don't bunch all credite cards up in one place. I keep mine with me in my wallet, but one goes into my bag, another stays in the hotel. Work out a back up plan for your pictures.
Think about a tripod and would you use it. If low light and water shots, then it goes with you. If for interiors, chances are they won't let you anyway, so maybe it can stay at home. But think of taking it anyway even if it stays in the hotel. Better to have it and not use it then not have it and miss the shot of a lifetime.
Fiinally, back to the first point, enjoy enjoy and enjoy some more. Italy was wonferful, did Caprie, Sorrento and Rome for three weeks and loved every minute of it. Lovely warm people, great food and sights to die for.
