Correct over exposier in video?

I took a short video of a Steam Locomotive in Colorado Mountains with my D7000. Unfortunately it is over exposed! How do I correct this exposer problem in Premier Elements 9? Video can be seen at: youtube/axcentphoto/Cripple Creek RR. Thanks for your help...Brent
