For landscape photos, I typically keep the horizon straight to make them aesthetically pleasing. I think landscapes should relax viewers. Slanted horizons add tension and drama, so I find them useful when there is an action in the image. For your photo example, I find the tilt appropriate, even called for, to convey the dynamic nature of a bird's flight.
