How did I do this?

Being a skinflint, Joe, I'm using Photoshop Elements, and I don't seem to have a FIBERS effect. However, thanks to an earlier poster, I think I'm getting there. I think it involves using the CLOUD effect on a reduced opacity layer, although how I did this by accident remains a mystery.
