It's a juvenile Great Blue Heron

Got this from the "Birds of Wisconsin" Field Guide. I highly recommend these guides for the area you're in. They limit to that area, classify by color, and have very good photos and succinct descriptions:

" Juvenile: Same as adult, but more brown than gray with a black crown and no plumes."

PS: The other thing I'd recommend if you get into birding is your local Wild Birds store. If they are all like mine here in Mequon, WI, they will give you a wealth of info. Just last week, I couldn't id a bird that came to the feeders...emailed Dan and knew in a few hours
