How to determine if a lens is going to be held back?

My friend owned the NEX7 and during that time he told me that it wouldn't be worth it to place the Zeiss lens on it (w/ the a adapter) because the camera's holding back the lens at that point and it'd be better worth it to go DSLR.

I didn't ask him what he meant but now that I'm trying my best to learn about DSLR (not purchase, jsut learn), I wanted to know if there are features that I wouldkeep an eye out on to determine if I wanted to get new glass for the camera that the camera body wouldn't hold it back?

My question is gear towards the new line of SLTs, the A37, A57, A65, A77... does low end mean mediocre capability when it comes to utilizing higher end glass?
